AIRG transition: when the guidelines take effect, and what is due when
The MAS AIRG takes effect on 7 October 2027, in two phases. The order is deliberate.

The final AIRG was issued on 7 October 2026, after the November 2025 consultation, and takes effect on 7 October 2027. The runway is phased. I developed the AIRG while leading AI risk supervision at MAS.
From 7 October 2027 (Sections 3 and 4). Oversight, and your core AI risk management systems, policies and procedures: identifying where AI is used, keeping an inventory, and rating each use for risk materiality. These come first.
By 7 October 2028 (Sections 5 and 6). The AI lifecycle controls, from development and validation through deployment, monitoring and change management, and the capability and capacity to run them.
The sequence is the point. Know what you are running and who owns it before you are judged on how well you control it.
Where to start: identify and inventory your AI, rate its materiality, and stand up the oversight to go with it, in time for 2027. Then build out the controls and the people for 2028.
