AIRG: what changed from the consultation to the final
The MAS AIRG was issued for consultation in November 2025 and finalised on 7 October 2026. Most of it is unchanged. Here is what moved.

MAS issued the final AIRG on 7 October 2026, after the November 2025 consultation. I developed the AIRG while leading AI risk supervision at MAS. Most of it is unchanged. Here is what moved, in short.
- Scope turns on impact, not on how embedded the AI is. The consultation's "integrated part of business processes" test is gone. Basic policies suffice only where the AI, if it failed, is unlikely to have a material adverse impact on the firm, its customers or stakeholders.
- Third-party AI got firmer. You retain primary accountability for AI you buy, external assessments must be independent rather than self-attestations, and identification now reaches embedded and shadow AI. See AIRG and third-party AI.
- Some expectations eased. The mandatory cross-functional committee is gone, and model selection and the review cadence for basic policies are lighter. MAS took the feedback seriously.
- And there is now a clock. In force 7 October 2027, phased. See the AIRG transition timeline.
The spine did not change: oversight, identify and inventory your AI, rate its materiality, apply lifecycle controls in proportion, and build the capability to run them. If you prepared to the consultation, you are adjusting, not starting again.
